Google System services is the API layer that enables unique Google features on Android. It's on every Google-supported Android device. It provides app developers a unified way to integrate Google services into their apps. For more details, see Learn more about Google System updates.
The Google System services beta program gives you early access to new versions of Google system services, including Google Play services. This is especially useful for developers, because it gives them the ability to test their apps on their own devices. It also gives Google the opportunity to provide a better experience to users around the world.
It's important to keep in mind that beta versions of Google System services may be less stable than later versions officially released to the public. This means that some apps might crash, or that some features might not work properly. For example, your device could crash repeatedly, making any service on the device unavailable.
