The Regulatory Requirements page allows you to complete verification and other certification steps to ensure that your integrations meet all applicable criteria. This page is only applicable for partners with an end to end integration with payments enabled.
Link a payment profile to your account
You must link your organization's payment profile to your integration account. When completing this step you will be shown any pre-existing payment profiles that you have access to. Different users may see different profiles to select from based on what they have access to, so you may need a specific person from your organization to complete this step.
Phone verification
To ensure a great user experience, we will display the phone number you provide in the Partner Portal to end users as they are completing an order. The phone number must be the same across all your inventory and accessible to end users.
Before this phone number can be displayed, we must verify your ownership of the phone number. To verify your number, complete the following steps:
- Add public phone number on the Regulatory Requirements page of the Partner Portal
- A Google representative will then review your submission and attempt to verify your phone number. To do this, they may place a call or send a text message to the number.
- The Google representative will call the phone number within seven days after submission. If they are unable to reach you, they will call back in two days. If they are unable to reach you a second time, your phone number will not be verified.
- You will receive an email with the results of the verification attempt and the Partner Portal will update with the latest status.
- If your phone verification succeeded, you have completed the phone verification step.
- If we were unable to complete your phone verification, you will receive an email with next steps.
- For partners currently onboarding, your phone number must be successfully verified before your integration can launch.
- For partners who have already launched, your phone number must be successfully verified in order for your integration(s) to remain live. If your phone number is unverified for 28 days (starting from the original submission date) your integration(s) will be temporarily disabled.
Email verification

This email address is separate from the email addresses you provide as part of your integration Contact Information.

Business disclosure
VAT Number
A VAT number - or VAT registration number - is a unique code issued to companies which are registered to pay Value Added Tax (VAT). The Value Added Tax in the European Union is a general tax that’s added to goods and services.
You must certify if your business has a VAT number on the Regulatory Requirements page of the Partner Portal and provide the VAT number where applicable.
Economic Operator
The economicOperator
field in the feeds may be used to meet your organization’s local legal requirements (if any) as part of an end to end payments integration.
If this field is relevant for your integration, you should include information related to the manufacturer, authorized representative, importer, distributor, fulfillment service provider or any other natural or legal person subject to obligations related to the manufacture of products, making them available, or putting them into service.
You can review our restaurant entity for an example of the economicOperator
field in use. Please consult with your organization's legal counsel to determine if there are any local legal requirements you may need to meet through the use of this field to meet. Based on the guidance from your organization’s legal counsel, you will select whether or not the Economic Operator field will be used by your organization.
Self-certification
Prior to going live and launching your integration, you must certify that your organization will commit to only offering products or services that comply with all applicable rules of EU law. You may have any authorized representative from your organization make this certification. In order to enter the certification into the tool the user must have writer or administrator access to the Partner Portal.
Please note that once you self-certify on the Regulatory Requirements page of the Partner portal, it cannot be un-certified. This is to prevent accidental unchecking, which can cause your integration status to be disabled.

My organization does not have a payment profile
If your organization does not have an existing payment profile you can create a new one by selecting “Create a payment profile”
My organization has a payment profile but is missing a D-U-N-S number
Google partners with Dun & Bradstreet to support our identity regulatory verification processes by verifying the existence and legitimacy of a business. Dun & Bradstreet developed a globally recognized system that assigns unique identification numbers (D‑U‑N‑S®) for businesses worldwide. If you do not have a D-U-N-S Number, you can register your business by following Dun & Bradstreet’s instructions.
My organization has a D-U-N-S number but the information is out of date or incorrect
If your business information on file with Dun & Bradstreet is incorrect, you can view and request updates to your company’s information using Dun & Bradstreet’s D-U-N-S® Manager.
My organization has a payment profile but I do not have admin access
You will need to be granted admin access in order to link the profile to your integration account. You can request admin access to the profile by clicking “Request access” and completing the request form.
Your access request will be sent directly to the point of contact for the payment profile who will approve or deny your access request. This point of contact will be someone from your organization and not from Google.
My organization has a payment profile but I do not have any access
If you do not have any level of access to the pre-existing payment profile you will not be able to request access directly from the tool. Instead you will either need to:
- Be granted access to the payment profile directly by the relevant point of contact from your organization
- Create a new payment profile for your organization. We recommend only doing this if your organization’s previous profile can not be located by anyone at your organization.
My organization is not doing business in the European Union market. Do I still need to comply with the regulatory requirements?
Yes, regulatory requirements are enforced globally irrespective of country.
If my merchants are not located in the European Union, will the “Trusted Trader Info” be displayed during the ordering process?
Trusted trader information would be shown to all customers regardless of merchants location.
Can I link my individual payment profile to the integration?
No, we only allow organization payment profiles.
What would happen if an individual who created the organization payment profile left the company?
Organization payment profiles can add multiple users. This is important because if a person leaves the organization, no one else will be able to access the profile unless a new user is added. Therefore, it is best to have multiple users on the profile from the start. To add more users, you can do so in the profile management section of pay.google.com.
